PeopleTools 8.49 - Integration Broker - Pub/Sub Successful/Done - No data transferred

I am setting up integration between HRMS 8.9 sp1/PT8.49 and ELM 9.0/PT8.49.20.

I have gotten contracts to publish successfully from HRMS and subscribe successfully in ELM.

The PS_LM_BUS_UNIT_TBL is truncated on ELM, the XML Subscription messages have the values from HRMS in it but the data is not actually inserted into the PS_LM_BUS_UNIT_TBL.

There are no error or descriptive messages output anywhere I can locate them.

I have verified there is no Staging table needed but am stumped as to why the data wasn't loaded.

Any ideas?
